Law 4036 of December 29, 1988 amends the National Assembly Secretariat Act. Authorizes the speaker to implement personnel exchange among the organs of the National Assembly for more efficient personnel management by making a partial adjustment in the functions and organizations of the National Assembly Secretariat based on the enactment of the National Assembly Library Act; deletes the librarian of the National Assembly Library among auxiliary organs, and appoints the head of a bureau or department as a public official in general services; expands the scope of incorporation by defining the purpose of corporations whose establishment may be authorized by the speaker as research and investigation related with the National Assembly and support of other activities thereof; and allows delegation of some of the authority of the secretary general under other laws including the State Public Officials Act to the Librarian of the National Assembly Library as provided in the regulations concerned.
