Law 3368 of February 10, 1981 amends the National Assembly Secretariat Act. Installs an independent library under the control of the secretary general; provides that public officials of Grade 3 or higher at the National Assembly Secretariat shall be appointed and dismissed by the speaker and other public officials by the secretary general; stipulates that a committee shall have one expert member, legislative deliberation officers, legislative research officers and other necessary public officials who are subject to the authority and supervision of the chairman of the committee concerned in terms of their performance of duties and the secretary general in terms of their public services; repeals the National Assembly Library Act; and stipulates an interim provision to organically relate the Legislative Council for State Security with the National Assembly to be newly organized.
