Law 2144 of September 18, 1969 repeals and enacts the National Referendum Act. Repeals the current National Referendum Act and newly enacts this Act for the purpose of providing matters necessary for a national referendum under Article 121 of the Constitution. Stipulates that election management commissions at each level under the Election Management Commission Act shall serve as the organs managing national referendums; establishes a system to issue a copy of the voters' lists; inserts new provisions on public notice of a proposed amendment to the Constitution, etc.; and adjusts the details of invalid votes and penal provisions.
