Law 4012 of August 5, 1988 amends the Act on Testimony, Appraisal, etc. before the National Assembly. Provides that anyone requested to make a report or submit documents, or to present himself as a witness or reference witness in relation to inspection or investigation of state administration shall comply with such request notwithstanding the provisions of other laws; stipulates that if an incumbent or former public official is requested to testify or a state organ is requested to submit a document, such person or organ shall not reject such request for the reason that such testimony or document comprises confidential business information except in cases where the minister of the competent ministry explains that it is a state secret concerning military, diplomacy or relations with North Korea within five days therefrom; and introduces the accompanying order system that allows issuance of an order to accompany a relevant witness to a designated place, and formulates a witness protection provision that allows rejection of press access or request for closed meetings.
