Law 1197 of December 5, 1962 amends the National Referendum Act. Provides that the head of a district, city or county may install or change voting districts until the date of public announcement of a national referendum in the event of any inconvenient traffic conditions or for other justifiable reasons, and in such case, the head of a district, city or country shall promptly give public notice of the name and voting district; and stipulates that the voters' lists shall be accurately arranged at the level of voting districts installed or changed by the date immediately preceding the date of finalization of the voters' lists.
