Law 3360 of January 29, 1981 amends the National Assembly Act. Expands the scope of concurrent position in which experts in various areas may hold membership of the National Assembly to serve as members thereof, and wholly amends this Act to enable members of the National Assembly to fully express their opinions at their meetings. Provides uniformly that a public notice of an extraordinary session of the National Assembly shall be made three days prior to the scheduled date irrespective of the person requesting such assembly; specifies the number of the speaker and vice speakers and stipulates a tenure of two years for them; provides interim execution of duties until formation of a new National Assembly in the event of dissolution of an existing one; limits concurrent holding of posts by the speaker, vice speaker and chairmen of standing committees; stipulates that the quorum of a committee shall be not less than a third of its registered members; provides that an investigation of state administration regarding a specific issue shall be performed by a resolution of the plenary session based on initiation by not less than thirty National Assemblymen; and provides grounds for the National Assembly's formulation of regulations concerning its proceedings and internal discipline.
