Government Decision no.1172 of 02/10/2003 to approve the procedure for the authorization of flights for civil and state aircraft within the national airspace of Romania ("Hotărâre pentru aprobarea procedurii de autorizare a zborurilor cu aeronave civile şi de stat în spaţiul aerian naţional"). Applies to all natural or legal persons that perform air operations with civil or state aircraft regardless of their citizenship, nationality or category of aircraft they use. Defines a number of specific terms such as aircraft operator, densely populated area, force majeure and others. Specifies that the procedure to request and get flight approval is presented in its annex no.1. It also specifies the exceptions to the procedure. Further on it contains provisions regarding flights over densely populated areas as well as other specific provisions. The infringement of its provisions represents contravention that may end up in fines in the range of 30 million up to 100 million in Romanian currency. Repeal arts. 16-35 and arts. 70-78 of the Council of Ministers Decision no.793/1974 with regard to the approval of the flight status within the airspace of Romania, published in "Buletinul Oficial" no.98 of 11 July 1974.
