Law 45 of October 8, 1962 amends the Act on Emergency Measures for National Reconstruction. Provides that a proposed amendment to the Constitution shall be put to a national referendum based on a resolution by the Supreme Council for National Reconstruction and such amendment requires voting by a majority of eligible voters and consent by a majority of those who voted; stipulates that the President shall publicly announce a national referendum, and that matters necessary for such referendum shall be determined by law; and requires that in cases where a proposed amendment to the Constitution is carried in a national referendum, the President shall immediately make a public announcement thereof.
