Law 4070 of December 31, 1988 amends the Credit Union Act. Changes the current 2 level organization comprised of union and confederate union to the new 3 level organization comprised of city confederate, provincial confederate and central confederate unions for the purpose of making unions with specialized function and operating city and provincial unions independently and autonomically; changes the current provision requiring a majority be present to constitute a quorum of member's meeting to the new provision requiring 251 or more be present to constitute a quorum in case a union has 500 or more members for the purpose of adjusting unreasonableness to reality, such as, securing member's meeting place, non-economical efficiency, non-efficiency in having a member's meeting, etc.; and obliges responsible persons to be registered and adopts agency therefor in order to assist non-expert chief director due to its honorary and term position.(57articles; 80-88pp.)
