Law 3509 of December 31, 1981 amends the Technical College Act. Abolishes the plan to establish a technical college as an independent entity but allows it to be established only under the Korea Vocational Train and Management Agency("KVTMA") and universities established according to the Education Act, and requires those who wish to establish a technical college obtain an approval from the Minister of Labor or the Minister of Education; and provides that the dean of a technical college under the KVTMA shall be appointed by the president of KVTMA with the Minister of Labor's approval and the dean and instructors of a technical college under university of the Education Act shall be appointed according to appointment procedure for university of the Education Act.
