Law 3178 of December 18, 1979 amends the State Bond Act. Allows the Minister of Finance and Economy to issue state bonds chargeable to the governmental accounts, funds or special accounts if and only if permitted by the law; determines certain category of person and entity to be entitled to buy out state bonds according to the laws, and appropriate interest rate thereof within the scope of issuance purpose considering factors of repayment period and public interest rate at time of issuance; and requires the means, interest rate, repayment period and other matters necessary to issue state bonds be determined by the Ministerial Decree of Finance and Economy with the exception of specifically provided by the laws and decrees.
