Summary (English) |
The Energy Independence and Security Act of 2007 (Public Law 110-140, 121 Stat. 1492-1801) was enacted to move the United States toward greater energy independence and security, to increase the production of clean renewable fuels, to protect consumers, to increase the efficiency of products, buildings, and vehicles, to promote research on and deploy greenhouse gas capture and storage options, and to improve the energy performance of the federal government, and for other purposes.
It includes 16 titles. Title I, “Energy Security Through Improved Vehicle Fuel Economy,” sets forth provisions relating to: (1) the Ten-in-Ten Fuel Economy Act; (2) improved vehicle technology; and (3) federal vehicle fleets. Title II, “Energy Security Through Increased Production of Biofuels,” sets forth provisions regarding: (1) a renewable fuel standard; (2) biofuels research and development; (3) biofuels infrastructure; and (4) a waiver for fuel or fuel additives. Title III, “Energy Savings Through Improved Standards for Appliance and Lighting,” sets forth provisions regarding appliance and light energy efficiency. Title IV, “Energy Savings in Buildings and Industry,” contains provisions regarding: (1) definitions; (2) residential building efficiency; (3) high-performance commercial buildings; (4) high-performance federal buildings; (5) industrial energy efficiency; (6) energy sustainability and efficiency grants and loans for institutions; (7) application of the International Energy Conservation Code to public and assisted housing; and (8) general provisions. Title V, “Energy Savings in Government and Public Institutions,” contains provisions relating to: (1) the United States Capitol Complex; (2) energy savings performance contracting; (3) energy efficiency in federal agencies; (4) energy efficiency of public institutions; and (5) energy efficiency and conservation block grants. Title VI, “Accelerated Research and Development,” sets forth provisions relating to: (1) the Solar Energy Research and Advancement Act of 2007; (2) the Advanced Geothermal Energy Research and Development Act of 2007; (3) the Marine and Hydrokinetic Renewable Energy Research and Development Act; (4) energy storage for transportation and electric power; and (5) miscellaneous provisions. Title VII, “Carbon Capture and Sequestration,” sets forth provisions relating to: (1) carbon capture and sequestration research, development, and Demonstration; and (2) a carbon capture and sequestration assessment and framework. Title VIII, “Improved Management of Energy Policy,” sets forth provisions regarding: (1) management improvements; and (2) prohibitions on market manipulation and false information. Title IX, “International Energy Programs,” contains provisions regarding: (1) definitions; (2) assistance to promote clean and efficient energy technologies in foreign countries; (2) the International Clean Energy Foundation; and (3) miscellaneous provisions. Title X, “Green Jobs Act of 2007,” contains provisions relating to an energy efficiency and renewable energy worker training program. Title XI, “Energy Transportation and Infrastructure,” sets forth provisions regarding: (1) the Department of Transportation and the Office of Climate Change and Environment; (2) railroads; (3) marine transportation; and (4) highways. Title XII, “Small Business Energy Programs,” sets forth provisions concerning: (1) express loans for renewable energy and energy efficiency; (2) a pilot program for reduced 7(a) fees for purchase of energy efficient technologies; (3) small business energy efficiency; (4) larger 504 loan limits to help business develop energy efficient technologies and purchases; (5) energy saving debentures; (6) investments in energy saving small businesses; (7) renewable fuel capital investment company; and (8) a study and report. Title XIII, “Smart Grid,” sets forth provisions relating to: (1) a statement of policy on modernization of the electricity grid; (2) a smart grid system report; (3) a smart grid advisory committee and smart grid task force; (4) smart grid technology research, development, and demonstration; (5) a smart grid interoperability framework; (6) federal matching funds for smart grid investment costs; (7) state consideration of smart grid technology; (8) study of the effect of private wire laws on the development of combined heat and power facilities; and (9) a DOE study of security attributes of smart grid systems. Title XIV, “Virginia Graeme Baker Pool and Spa Safety Act,” sets forth provisions regarding: (1) findings; (2) definitions; (3) a federal swimming pool and spa drain cover standard; (4) a state swimming pool safety grant program; (5) minimum state law requirements; (6) an education program; and (7) a CPSC report. Title XV, “Revenue Provisions,” sets forth provisions regarding: (1) an amendment of the 1986 Code; (2) an extension of additional 0.2 percent FUTA surtax; and (3) a 7-year amortization of geological and geophysical expenditures for certain major integrated oil companies.
