Beside ratifying the Treaty in question this law stipulates that the Romanian Parliament, the President of Romania and the Executive as well as the judicial authority shall guarantee the fulfillment of the obligations resulting from the accession act and from the constitutive treaties of the European Union (EU) and from the other compulsory community regulations. Defines the resident of a state as the natural or legal person having the citizenship, and the nationality respectively, of that state according to its internal legislation and the Romanian resident as the natural or legal person having the Romanian citizenship, and the nationality respectively, according to the Romanian legislation. The accession documents consist in the Treaty itself (that is divided into several Titles), in the Protocol to the Treaty and in several annexes, the Act with regard to the accession conditions to be met by the Republic of Bulgaria and by Romania and the adaptation of the treaties on which the EU was founded (that is also divided into several Titles) and its 9 annexes, and the Final Act that contains various declarations of certain member states of the EU and of Bulgaria. The accession documents cover all aspects of economic, financial, monetary and social life as well as the agriculture, transportation, trading companies and community trade marks, taxation, labor, customs matters, free movement of persons, of services and of the capital, the energy, telecommunications and the information technology, rural development, industrial property rights, the environment, the free competition, the judicial and internal matters and several other aspects. The text of the Treaty stipulates, among several other things, that Bulgaria and Romania shall become full members of the EU on 1 January 2007 on condition all ratification instruments are deposited with the government of the Italian Republic before 31 December 2006. In case one of the two acceding states does not deposit the ratification instrument in time, this treaty will enter into force only for the acceding state that did while for the other it will enter into force as of 1 January 2008. It also stipulates that, in case one of the acceding states does not fully meet the accession conditions, the Treaty and all other accession documents will enter into force as of 1 January 2008.
